The fix is to copy another users ss.ini file, remove user or machine specific settings and place that in your folder, and start vss. easy.
just noticed there is a temp file sst1116.tmp in the folder - that's probably the ss.ini file that vss was updatng when something happened. renaming that file to ss.ini also did the trick
